Recruiting nationally instead of just locally can add significantly to


your costs. It's not as big of an add as building a great new facility, but if Texas does, in fact, have a great pool and great coaches, then maybe they can attract the best swimmer in NY AND Oregon - if they're willing to send coaches there to meet them, attend competitions in High School or whatever travel teams are associated with Swimming, etc.
